In Arizona, SB1138 bans best-practice surgical healthcare for transgender youth, making surgery inaccessible in Arizona for any trans person until they turn 18. The law is currently in effect.
Youth can still access hormone therapy, puberty-delaying medications, and mental health care, which are not restricted or banned by this law. Youth and their families may also travel to access care in other states where gender-affirming surgical care has not been restricted.
In July of 2025, a major provider of gender-affirming care in Arizona stopped offering gender-affirming care that remains legal in Arizona in response to President Donald Trump’s Executive Order threatening federal funding for institutions that provide gender-affirming care to youth under the age of 19.
In Arizona, state Medicaid policy also excludes coverage for gender-affirming care for all ages.

Travel Grants & Patient Navigation for Impacted Families
The Trans Youth Emergency Project offers custom 1-on-1 conversations with the families of transgender youth impacted by the anti-transgender surgery ban in Arizona – as well as travel grants of $500. In Arizona, transgender youth and their families are eligible for a one-time grant of $500 if they are traveling out of state to recieve surgical care or if they are forced to find a new gender-affirming care due to a clinic closure. Grants can be made to the parent/caregiver of an impacted youth, or to an 18 year old impacted by a clinic closure. To learn more about these grants and to request one, fill out the form below.
