In addition to banning best-practice healthcare for transgender youth under the age of 18, H.4624 also has additional implications beyond banning gender-affirming care for youth. These impacts include:
- A ban on public funding being used to pay for gender-affirming care for transgender people of any age. This could mean that clinics that receive public funding may feel forced to restrict or limit providing care to transgender adults.
- The public funding ban also impacts people insured through the S.C. Public Employee Benefits Authority and bans the state employee healthcare plan from covering gender-affirming care for people of any age.
- The public funding ban also impacts people insured through S.C. Medicaid, banning this insurance plan from covering gender-affirming care for people of any age.

Background Information on These Provisions
There is strong legal precedent against the provisions of H.4624 that impact transgender adults. An April 2024 ruling from the U.S. Court of Appeals for the 4th Circuit ruled that exclusions of transition-related care in West Virginia’s Medicaid system and North Carolina’s state employee healthcare plan are unconstitutional. South Carolina’s laws are controlled by the 4th Circuit’s legal precedent.
